Makes sense to say "seeing" is "understanding". In this case, some people who didn't like Avatar still "see" it, only they just thought the movie was a bad one. To them, it's like watching "The Tale of Despereaux", in that the message is everyone should forgive and forget... but what a terrible movie.

The point is, they understand the movie, but they still think it was one hell of an idiotic way to portray it on screen.

The majority of people I know who saw the movie and don't like it...don't like it for pretty much that reason. It's not that they don't understand, it's they understand and still have massive problems with the way it was presented.

Which makes me go a little D: when people in fandom rage over them.

Maybe James Cameron will provide a more succinct definition in the novel...?

But in any case, I also thought it was like this:

"I See into you"

which to me means "I can understand you/I can see your point of view". So, put simply, to See means to understand (or at least try to).
I guess it's almost like a kind of empathy, or at least related to it.

But as Eltu said, it means different things for different people.

It always seemed to be that "to see" mirrored "enlightenment" in the context that it is meant in Buddhism.

There isn't always a proper translation for these words. To full describe it would be very difficult, and probably vary per individual.
