IRC stands for "Internet Relay Chat", it's a network protocol to chat with other people, and it existed long before all instant messaging services. ToS has an IRC client, you can see how to connect to it here:

I'm ready to do it (mine is Humbles black light tattoo inspired) but the problem is having a design... Still working
