It isn't a 'new sign', it is a suggestion based on the fact that the stars aren't in the same place in the night sky as they originally were when the signs were first made up.
Either way, it doesn't matter because astrology is the worst kind of pseudoscience.

Better answer: People will choose to think what they want to. People shouldn't 'bring their children up' to believe in it, but to evaluate the evidence (or rather, complete lack of any :P ) and make their own decision. Let the people who genuinely believe their birth month influences their personality agonise over it, and everyone else will just laugh at them (and especially at people with zodiac sign tattoos :P ) :D
