Text-to-C Converter in PHP

Here it is: TEXT2C

Based on a command-line tool I wrote a couple of weeks ago to help with this post, this is the first interactive PHP--actually the first interactive web page of any kind!--I've made. (I'm not a web guy!) Looks and works fine in Internet Explorer 9 and Safari 5. If it fails or appears horribly disfigured in your browser, feel free to let me know.

Bonus points will be awarded for explaining exactly what the code is doing. The linked post has a hint buried in it.
