So says Sam Worthington in an Australian radio interview:

I too would like to know exactly what it has been about preproduction that has taken this long. I guess we will know in future years, but I wonder why, if JC always had the whole story arc planned, it's taken five years to start shooting the next one. Was he waiting for even more new tech to be developed?

I know that underwater motion capture technology had to be invented for Avatar 2 at least (not sure if 3 & 4 will have a lot of underwater scenes). So that's one of the reason for the long delay. That and the fact they built a brand new studio for the next Avatar movies (self sufficient as far as electricity go, with a lot of solar panels on the roof).
Also JC mentioned not long after the first Avatar run that he had the story arc for 2 & 3 pretty much mapped out. Incidentally, all 3 scripts (2,3 & 4) were pretty much finished when JC hired the writers not too long ago. They're just being brought in for polishing purposes, this according to Sam Worthington (can't find the link, sorry). Cheers!

That sounds fine I guess, just wondering since the writing is primarily what I hear about and I'm sure that should actually be one of the smaller issues since JC presumably knows what he wants, and they don't need a ridiculous budget and complicated equipment and workflows for writing.

It must have been technology, if writing was primarily done, I'm 99.99999% sure getting the funds wouldn't have been an issue.

It's Cameron. I don't think he'll have a problem getting funds ever again unless Avatar 2 bombs spectacularly.
