Quaritch is pretty badass. He's a great villain. If you get on his bad side all he wants to do is kill you, and won't stop until he does just that, or gets killed himself. He doesn't really care about the Na'vi, he's all about humans. His character isn't exaggerated, he has just the right amount of evil to make him believable.

Yes, I think Quaritch is a great villain. as you say, he is not super-powered. He is just a man with great skill and excess misguided determination. The fact that there is a human almost innocent side to his character (he doesn't believe he is in the wrong) makes him all the more chilling.

I think the the only human type villain I like better is Darken Rahl from Legend of the Seeker (although he does have super-human powers).
