Yes, I think Quaritch is a great villain. as you say, he is not super-powered. He is just a man with great skill and excess misguided determination. The fact that there is a human almost innocent side to his character (he doesn't believe he is in the wrong) makes him all the more chilling.

I think the the only human type villain I like better is Darken Rahl from Legend of the Seeker (although he does have super-human powers).
