Tax is a percentage. Anything else, by definition, is setting an arbitrary limit. Taking from people in that way and giving it to people who have done nothing for it is communism.
There's no need to make those even, because yes, the US is flawed, but that's also because it almost lacks any welfare programs... it doesn't even have healthcare. In the long run, that harms development and improvement. The answer is not stealing what people have worked hard to achieve, but if a PERCENTAGE is used for making improvements that ALLOW other people to improve their lives (help, not handouts), that makes things far better in the long and medium term. The USSR tried the former and their economy collapsed. All the most successful countries perform the latter.
