I disagree.

Leaders of any kind take these three competences from the people: decision, protection, moderation. An authority will decide for you (government), will protect you (army) and will regulate your relationships with other human beings so chaos doesn't happen (law). Dictatorships have absolute power over these three; democracies return some of those freedoms (leaving margin for private life, allowing you to bear arms, etc.).

Anarchy brings them back to the people. Fully.

Also, whereas hierarchy can only work if there are other people involved -this is, socially; anarchy lets the people either live on their own only or in other anarchist societies.

When people decide to work together for survival or progress, the three functions I mentioned before can be replaced by:

Decision: Direct democracy or consensus.
Moderation: Common counsel, in charge of trials, either elected or rotatory.
Protection: Community watch.

Just some examples. Everyone works and gets involved in these three; nobody rules over anyone.

Topless societies can happen, have happened and already happen; I myself am amazed with what an anarchist commune can make alone -constructive work, as good as any graphic design, building, publishing or food supply enterprise's.
