Is there any evidence to suggest that she was or wasn't? One slight indication, though I don't know how significant, that she isn't is that unlike Eytukan, she doesn't stand off against the helicopters during the attack on Hometree. I can't think of any others at the moment, so I'm completely open to suggestions.

i think she was. as children all Na'vi learn the basic skills and i doubt anyone knew she would become Tsahik, so there's no reason she wasn't a hunter earlier in her life. I do have a reason why she stayed at the Tree of Souls ... but i dont know how to explain it in words -_-

That's based off the assumption that all Na'vi are hunters. Frankly, I don't know whether its true or not because there is no firm evidence in the film to support or refute it. I don't think there's anything in the film that suggests that the Na'vi culture (specifically the Omaticaya) has a strict caste system. In this case, a more reasonable question is whether Mo'at's main profession was taronyu before she became tsahik.

It's an interesting question - I think all Na'vi know the basics at least, but some do likely do other things, at least as their main thing - for example, Ninat is mentioned as being a singer, and the Na'vi make lots of different things, many of which would require quite a lot of skill, in addition to other activities such as fishing, collecting plants and weaving. I would guess they likely know the basics (how to use a bow and ride a Pa'li, at least) but that doesn't mean they all go hunting.
