Because that's what they were trained for, right ? I'm guessing the future won't look too nice with "trigger-happy" guys but with representants delivering Earth values

... wait, what values ? Lady Gaga ?

The conquest to deliver elevated values like great warriors (which is the main foundation for today's histroy manuals) and great achievements, well the steam powered train and mining equipment wasn't kinda good idea, or coal factories or internal combustion engine.
I think being a warrior doesn't bring you too much advantage if you arrive from Earth prepared, it hasn't any usage for Jake it won't have for anyone else.

You will still be needed to learn and if you weren't prepared to do that it will be hard to start over on Pandora. Neytiri wasn't impressed by those techy gadgets she probably saw in the camp where the crew was connected to the avatars, and it's normal for her because she doesn't needs them. For what, for making life easier ? For reducing the effort ?
2154 = 2019... Hmm, it could be a great scenario, and the worse that could happen. When I'm walking on the boulevards I'm seeing all those advertising screens and markings, they are multiplying with each day ! Once I had this revelation that I was in Jake's place on Earth City in that year, surrounded by infected air which I could hardly breathe, lots and lots of screens and automated machines.... My, oh my, is this really the way things had to be ? Is there a posibility for us to resign from this artificial living ? Is there someone who could change all that ? If there is, we are those

And AVATAR teaches us that willing to something comes with fighting to achieve it and not waiting for it to come. If not, AVATAR woulnd't mean a thing and it would be replaced by Wall-E, a very good example for how artificial living changes humanity not only in the way of life, but in the evolution of the organisms and all that deep science detail...
I mean, let's be serious, we don't know our own world and we want to conquer another ? Already ? C'mon !
