What you are saying is: never make a statement. If you are capable of communication, then it is impossible not to make a statement as even silence is form of stating things. Imagine if 2 candidates are running for office but I "don't want to make a statement" so I do not vote. Well guess what, by not voting, I just made a statement.
What you pointed out is the reason why we cannot let stand by and always let other people do their thing. If some dictator is murdering his people, if we do not act to stop him, we are in effect condoning his actions. We are saying that we do not care about what he does. We cannot simply ignore what he does and be guiltless.
