Yes of course. Just as the US wants: Environmental Racism, Tribal Sovereignty and Nuclear Waste - NIRS and where there are no brown people to dump this on, they just try to set it in a rural area right at the border, like In Germany ( Atommülllager Gorleben ). In the latter case they messed up, because the iron curtain fell and now that place is in the middle
 This is the story of opression and domination worldwide. ALWAYS some people are the privileged that benefit from the whole system with the others bearing the brunt. And that is true for nuclear waste just as for all the other issues, including Uranium mining. We have to realize that the system in place - call it industrial civilization, capitalist globalization or the dominant culture is a system that is injust in that a few take the goodies and the others take the pain. And this is then justified as progress...
