I'll try to answer your questions HNM as best I can.
Right well I'm pretty shocked that even after you did all that work that you didn't get it. I have the Standard Edition on Steam so I don't have the special edition. Also I have never player the RDA campaign. Although sometimes Advent has a different save file with the RDA campaign and he's normally finished it. So I suppose you could try the RDA campaign (Maybe get someone else to do it)  What level Echo Chasm is patched to: Well I'm not entirely sure what you mean here but you get to choose the level from the Ikran trainers ie when you fly to different locations.
