I'd say that one of the larger barriers was simply education. Education of what overpopulation can - and is - doing to the world and even just to humanity as a species. But also partially educating people that there may be no need for them to have multiple children any more, simply for survival's sake... That if everyone could control themselves,we could potentially be in line for getting this mess sorted out little by little. Although, that said, 'education' of a certain way of thinking is potentially brainwashing and could be easily called up on moral grounds in itself.

I - personally - plan to have only one birth and however many children that may carry, and be accepting of it, whatever the outcome. I guess that outcome would have to be up to my partner too, of course...
