Ha, I'd say the military is getting bored.

Step 1) Obtain ~$50 in parts.
Step 2) Build pocket sized, ridiculously sensitive gamma detector that logs radiation levels every few seconds.
Step 3) Take subway.
Step 4) Plot values in Google Earth.
Step 5) ???
Step 6) Profit!

Subways aren't very secure.
