Is it remotely possible that it is a screen grab from the Avatar game?

Now I am no expert on the subject, but if I had to venture a guess, I would put forward the possibility that those particular towers are reserved strictly for the purpose of entertaining the local RDA occupants via the medium of burlesque shows.
