Best educated guess ,, observation towers base security and aircraft control there are perimeter defense towers on top of hells gate fences as well ,, could serve a observation lounges for base science and mining facility's as well

Now I am no expert on the subject, but if I had to venture a guess, I would put forward the possibility that those particular towers are reserved strictly for the purpose of entertaining the local RDA occupants via the medium of burlesque shows.

i'd like to drop an avalanche of Hallelujah Mountains rubble over the whole hellsgate site, once all the scientists/avatar drivers have made the Eye of Eywa transition, since there is no returning to Earth, and these science types could provide the Na'vi a leg up on the returning skypeople, as ones of the People. hellsagate needs to be wiped from the memory of the planet permanently, and all the quarries, concrete, and remnants of the corporate destruction need to return to the elements.

^ I can't help but agree with Ja'k.

I sometimes wonder how on Earth they managed to construct Hell's Gate. There was a time when it was nothing but jungle, crawling with all the angry wildlife of Pandora. How do you start any kind of clearance or construction work with so many threats lurking about? Unless the RDA had the means to throw down a pre-built perimeter fence from orbit to provide some protection while they put up the rest of the base.
