With a limited supply of spare parts, it's probably smart to permanently transfer as much humans as possible, so that the remaining ones like Norm and Max can live long enough to eventually figure out how to grow new Avatar bodies.

I hope they have a few trillions worth of genetic manipulation and cloning equipment along with research staff on standby.
