In my opinion, the reason for this, is the manufacturing. On Pandora, the people have to build most of the equipment by themselves, with techniques like 3D printing, because the interstellar transportation costs are extremely expensive. They get the resources from the mines, and these get processed on the spot. I think they can't do anything too complex like high-powered laser weapons and things like that.
If they could, it would certainly make life easier for the remaining human inhabitants. Not in the sense that they would resume mining operations, but if this were the case, I would assume there would be enough Raw or Work In Process materials to keep the base operating for a while and replace things when they broke down.
