I don't know about Disco, but it'd become outright political propaganda when the narrative focuses on the message rather than the story, plugging in little (or large?) references to obvious controversies we have now that have nothing to do with the story's progression. Though notice I say "nothing to do with the story's progression".
Avatar had a very big political message in it: environmentalism and military disruption. The reason it didn't matter to most was because those messages were entwined with the
story's progression, and an overarching love story, combined with exciting and interesting sequences, overshadowed as well. This is why the politics in Avatar worked, even if anyone disagreed with them. Hell, even I disagreed with the politics, but I don't give two craps about the politics because the film, as a whole, was a masterpiece. Case closed.
That all being said, Cameron is too much a veteran in Hollywood and storytelling to make the mistake of getting too politically-driven to the point of plugging stuff. Cameron doesn't plug, he molds. That's how he gets away from political controversy in his films: he doesn't make the movie about the politics. He makes it about the story. If political messages are in it, who cares? The story is great. That's it.
