If relocating from planet earth requires any sort of payment, there will be many people who would probably be left on Earth due to their inability to afford getting off the planet. The amount of people making less than US$1.25 was roughly 1.3 billion people in 2005 (according to The World Bank). If poverty is still a problem for nations/societies in 2154, I would expect many of the people in 2154 to remain behind on Earth due to financial inefficiencies.
