It's sad to see people just standing there, but there was not much they could do. According to the video description, the cat would not let anybody come near him:

Even though some people tried to help him, the white cat wouldn't let them come near for two straight hours. Finally a vet arrived and took the injured cat.

Even if they were to help the cat, there was not much they could do until a vet arrived.
