Unfortunately, with current technologies, that's probably your best bet.

I'm sure its possible to manufacture a cybernetically controlled tail, it would just be a biiiit outside your price range.

Those wooden ones can't be cut open. They're joined wood sections so if you cut it, it's useless. You'll have to cover it and/or paint it. You'll need to cover it somehow but not enough that it would not let it swing around. Besides, that snake is much much shorter than an actual Na'vi tail that would be in scale with your body size.
Have fun!

An array of wooden disks on a piece of wire with some kind of spacer might work (like those wooden snakes, except this would allow motion in all directions). Caveat: must construct disks and the end result would be heavy.

Easy. Just get a long wooden tail, like a snake's, and then segment it. Therefore, as long as physics does it's job, it should move side to side, and that would be a cheap alternative.
Oh, and get a skin like fabric over it.

Only thing is, it won't go up, and it might get uncomfortable..

NECROPOST.

Well, since last year, when haloween was a relative flop for me, I have managed to get a tail together. Right now, it has been padded out, is looking really good IMO, and was actually fairly simple to construct (materials, however might be a little difficult to find for the common man, I was lucky enough to have them to hand). fingers crossed, it will be fully poseable, too.

More updates (with pics and step-by-step, provided I can find the camera lead, and some fresh batteries. ) on the way soon.

I guess you could try and make one, shame it would be a static tail :/

Lol, add hydraulics and some electronics and go for random tail movement

Some wires? Some kind of... plastic material or something... then paint it blue.
You can buy a tail, ears, teeth, face at Reelmagik. that's where I got mine too start. I got some custom made recently. I'll put up pictures after MOMS halloween ball.

The Reelmagik is weighted so it swings from side to side when you walk. It is blue that isn't painted on, but in the tail itself. You can get one with a belt if you wish, or just use medical adhesive.
