Tsaheylu is merely a direct neural link as a form of emotional connection. They have the same reproductive organs we do for the other part of the business.

We talk to each other, and we talk during sex. Does that mean every time we talk we are having sex?

The Na'vi don't link with many Na'vi the way we talk to many people though, just their mates. I can imagine why, but it further enforces the misconception most people have about the queue, as well as Grace's joke "don't play with that, you'll go blind." When I'm in costume I often get heckled about the queue, even better is when people think the Na'vi bond with their tails.

...Except that you'd probably want your tail free to help control balance (their main purpose) during flight for example.

Well, tails are quite flexible. Anyway, you shouldn't need to move around too quickly during flight, since you know where you're going.
